Create a report table of attachments. Have one column list the labels on attachments.

but is apparently not getting any attention. A workaround was suggested in which a label is used as a content filter. This does work in the sense that a table can be populated and since we filtered by the label, we can just "hardwire" that label in the attachment's "label" column. But the problem is that one table must be created for each possible label present. I simply want one table that will list the label that was placed on each attachment. The label is an id that will show a corresponding instruction that explains the attachment. All of the pieces are here, but the final link just has not been implemented. Is there no way to correct this problem?

I also forgot to explain some of the importance here. Unlike pages, there is no way to insert metadata into attachments. I did associate two pieces of information by placing information in a certain format into the comment field. The attachment label is the additional level of detail that we would like.
