Reporter is listing attachments that do not exist

Using content-reporter to list attachments based on some filtering criteria in the comments field. The report lists the document's page, file, size, etc. The report has worked for several years until recently when the results started showing files that do not exist on the page anymore. A manual view of the page attachments confirms the files are not attached. The files were moved more than two months ago to another page. The Reporter scope is limited to a single page but the results still show the files exist on the original page.

An inspection of the CONTENT database table shows the attachments listed on the subject page; however, the records are flagged with content_status="deleted". It appears that the reporter query is not ignoring "deleted" records which results in attachments that were moved or no longer exist on the page.

I would expect "deleted" records to be ignored. This problem was discovered using Confluence 5.9.2 and Reporting 6.4.4. Re-indexing does not purge the records marked as "deleted". We are not using any plugins that could recover "deleted" records. I do not see why Atlassian leaves these "deleted" records behind after the attachment is moved.

Is there a filter method to instruct the content-reporter to ignore records marked as "deleted"?

Why would the content-reporter include records marked as "deleted"?
